Kevin Pina gave Cape Verde the lead in the 21st minute. Uruguay hit back before the break through Maxi Araujo in the 44th and Agustin Canobbio in the 45th to lead 2-1 at half-time.
Varela levels
Helio Varela equalised for Cape Verde in the 61st minute, and the sides could not be separated thereafter.
Group H
The draw leaves Group H finely poised, with Spain beating Saudi Arabia in the group's other fixture.
